Job Summary:

Reporting to the Director/Deputy Chief, Toronto Paramedic Services, this position is an administrative, operational and leadership position that has overall responsibility for ensuring the provision of various services to internal and external clients. This posting is for the Toronto Paramedic Services Community Paramedicine Program.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests.  Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Supports public, political and funder confidence in Toronto PS through responsibility for the agency’s continuous compliance with all applicable law and regulations, and for ensuring its continuing accreditation as a licensed municipal paramedic service by the Province of Ontario.
  • Broadens the reach and effectiveness of Toronto PS through the development and direct operation of specialized clinical community paramedicine programs to better serve the hard-to-reach and hard-to-serve populations in the urban environment, who cannot effectively access conventional medical care.
  • Ensures coordination of these services with others through innovative partnerships and strategic alliances. Secures sustainable funding for such operations through non-traditional sources in addition to conventional tax-base support.
  • Ensures Toronto PS tailors its services to suit the cultural and religious needs of communities with special needs and traditions such as, for example, the Orthodox Jewish, Muslim and Asian communities.
  • Establishes research partnerships with the Toronto Base Hospital Program, other PS systems and academic institutions worldwide to improve quality and understanding of PS systems and the clinical interventions they provide.
  • Ensures consistent and appropriate public image through media messaging and public presence at displays and public events.
  • Ensures public safety and revenue generation through coordination and scheduling of contract PS coverage for film and entertainment projects, CPR and First Aid training and large public events.
  • Oversees the operation of CPR/First Aid and Public Access Defibrillation training for city staff and outside contractors.
  • Manages and promotes the city-wide roll out of the Public Access Defibrillation campaign, including sponsorship promotion and partnership development.
  • Maintains paramedical certification, and responds to large-scale incidents as required.

Key Qualifications:

  1. Post-secondary education in a professional discipline pertinent to the job function combined with relevant broad public sector experience or equivalent combination of education and experience.
  2. Considerable management experience in a paramedic services environment, including  budget preparation, report writing, project management, program development and external presentations.
  3. Considerable experience in leading, motivating, and managing a diverse workforce in a fast paced politically sensitive, customer service oriented environment.
  4. Experience operating as a fully accountable program leader and as a member of the management team. Experience with Community Paramedicine programming an asset.
  5. Sound knowledge and understanding of the principles and practices of high performance paramedic service systems and policies, programs, legislation and the requirements of the Ambulance Act.
  6. Strategic and innovative thinker with extensive experience in program development, performance measurement and the development of best practices.
  7. Strong research and analytical skills to support  program development activities; ability to conceptualize and develop options and recommendations to support decision making.
  8. Highly developed  human relations, with the ability to interact and effectively communicate, orally and in writing, with all organizational levels, with political representatives and the media and to forge solid internal and external relationships.
  9. Demonstrated ability to work effectively and obtain consensus with colleagues, senior management staff, unions, healthcare and community partners, consultants, solicitors, and other internal and external clients.
  10. An effective decision maker that promotes and fosters teamwork with the ability to manage change effectively.
  11. Flexible and thrives in an environment with frequent and competing deadlines, multiple tasks and high performance expectations.
  12. Sound judgement and ability in handling complex labour and public relations matters
  13. Possesses exceptional oral and written communication skills.
  14. Must have and maintain a valid Ontario Class “F” Driver’s Licence and must qualify for the City’s equipment operating permits and requirements.
  15. Able to obtain and maintain paramedic certification for the province of Ontario and able to respond to large scale incidents as required.

A Qualified List of candidates will be established for the Commander Community Safeguard Services position in the Toronto Paramedic ServicesDivision and will be in effect for 12 of months from the date the list is created. Qualified candidates on the list may be considered when filling future permanent and temporary vacancies in this position.
