Mental Health Week 2024

May 6-12, 2024, is Mental Health Week, an annual event organized by the Canadian Mental Health Association (CMHA), to promote mental health for all Canadians. This year’s theme, “Compassion”, explores human connection and the creation of healing pathways.

Mental Health Week is a yearly reminder to take stock of our own psychological health and wellness, and that of the people around us. You make a positive difference in people’s lives by offering them kindness and compassion. Remember to offer that same kindness and compassion to yourself. Acknowledge the good work you do and the impact you have on our community. Talk to yourself the way you would talk to someone you care for. With these self-compassionate acts, you take steps to enhance your resilience and improve your own psychological well-being.

Throughout Mental Health Week, our Psychological Health and Wellness clinical staff and members of our Peer Resource Team (PRT) are excited to connect with you. They will be visiting your work locations, including stations, emergency departments, desks, and offices, distributing Mental Health Week information and resource cards and some small tokens. Be sure to say hello and learn more about the Psychological Health and Wellness resources available to all TPS staff.

Staff Update #18 – Week in Review

Toronto Children’s Breakfast Club Smile Cookie Campaign Launch

On Monday, TPS attended the Tim Horton’s Smile Cookie campaign launch in support of the Toronto Children’s Breakfast Club and other charities. It was an exciting morning of friendly competition amongst attendees, who included our allied partners from Toronto Police and Toronto Fire Services. The event kicked off a weeklong campaign to support the Breakfast Club’s goal of feeding 10,000 local children in need. The “icing” on the cake—or cookie as it were—was when Emergency Medical Call Taker Veronica Brown won the top prize for best-decorated cookie! Congratulations to all participants and thank you for contributing your time and tastebuds to this worthy cause!

Change to Process – Long-Term Backfill Expression of Interest

To continue modernizing workflows without changing current practice, on May 15, 2024, Scheduling will communicate and accept Long-Term Backfill Expression of Interest (LTB EOI) submissions for temporary placements through the Scheduling Portal, which can be accessed via https://www.temseducation.com/scheduling

Paramedics will now be required to submit their LTB EOI for temporary placement following the same process used for submitting Station and Swing bids.

The process and rules of how LTB opportunities are managed and awarded will not change from current practice. The attached document, SAMPLE Long Term Backfill Expression of Interest.pdf details the bid process and includes an example of what the LTB EOI for temporary placements will look like.

Full-time to Part-time Paramedic Opportunity (revised closing date)

As you are aware, within the Appendix to Schedule P to the Collective Agreement Part-time Paramedic Terms and Conditions of Employment, there is the opportunity twice during the year for full-time permanent Paramedics to express an interest to move to a part-time position. Any such Paramedic who accepts a part-time position is, for the duration of their part-time employment, subject to all terms and conditions that apply to part-time Paramedics.

Twice a year, the City will seek an expression of interest from full-time permanent Paramedics who wish to be considered for employment as a part-time Paramedic in their own classification. Full-time permanent Paramedics expressing interest in doing so will be considered for part-time employment, subject to the following:

a)         Full-time permanent Paramedics will be considered for part-time employment on a seniority basis, but subject to the operational requirements of Toronto Paramedic Services;

b)         Full-time permanent Paramedics who accept part-time employment will be subject to a mutual reversion period, of two (2) six-week cycles, measured from the date upon which the Paramedic commences part-time employment;

c)          A full-time permanent Paramedic who accepts part-time employment will, subject to the reversion period above, commence that employment on a date determined by the Division and is required to remain as a part-time employee for a minimum of two years from that date;

d)         Following the expiry of the two-year period, a Paramedic who has accepted part-time employment is eligible to re-apply to full-time vacancies through the usual Divisional recruitment process, or Article 19 of the Collective Agreement, as applicable.

Questions and Answers Full-time to Part-time
April 2024

  1. Are there many differences between full-time and part-time?
  • Yes, there are some major differences but there are also some similarities.
  • Some of the differences involve seniority, benefits, vacation, sick time, overtime, lieu time, shift bonus and leaves.
  1. If I go to part-time, can I move back to full-time if it is not working for me or my family?
  • Once an employee moves to part-time, there is a 12-week (two six-week cycles) reversion period where the employee may choose to go back to full-time or the Division may decide to move the employee back to full-time.
    • Once past the 12-week period, an employee must remain part-time for at least two (2) years.
  • After two years have elapsed, an employee may only move back to full-time if there is availability in a full-time position. Movement will be considered in order of seniority (number of regular hours worked).
  1. What happens to my seniority?
  • Full-time employees’ seniority is calculated in years. These years of seniority will be converted into hours (one-year equals 2080 hours). Seniority as a part-time Paramedic is accrued through regular hours paid to a maximum of 2,080 hours in any one calendar year. This does not include overtime.
  1. What happens to my benefits?
  • Part-time employees who have passed probation are entitled to 14% in-lieu of benefits provided by the City including statutory holiday pay and bereavement. However, as a full-time employee you are enrolled in the OMERS pension plan and, as such, the percent in lieu of benefits is reduced to 7%.
  1. What happens if I am sick, and I need to book off?
  • You will book off as you do now.
  • Sick time is unpaid.
  • Medical notes are required when an employee is absent for two (2) or more consecutive shifts and the note must be provided within seven days from the commencement of the illness.
  1. What are the rules for part-time Paramedics regarding Statutory Holidays?
  • Statutory Holiday pay is included in the 7% in-lieu of benefits for stat days that are not worked.
  • Part-time Paramedics are entitled to time and one-half (1.5 times your rate of pay) when they work on a statuary holiday.
  1. What happens if there is a death in my family?
  • Pay for time off due to bereavement is included in the 7% in-lieu of benefits. As for time away from work, you are entitled to receive time off based on the same parameters that are in the full-time agreement.
  1. What are the rules for part-time Paramedics regarding pregnancy or parental leave?
  • Part-time Paramedics are eligible to receive, on a without pay basis, pregnancy, or parental leave in accordance with the full-time agreement:
    • 03 (a) Pregnancy and/or parental leave, without pay, shall be in accordance with Part XI of the Employment Standards Act, R.S.O., 1990, as amended.
    • 03 (b) Pregnancy and/or parental leave for an employee who does not qualify under Part XI of the said Act, shall be granted upon request and administered in accordance with the Act.
    • 03 (e) Pregnancy and/or parental leave in accordance with clauses 24.03(a) or 24.03(b) shall not involve any expense to the City, except as provided in clauses 7.02(c) (increments), 13.05 (vacation), 24.03(d), 24.04 and 24.05 (leave of absence).
  • Provided they have worked the required number of qualifying hours, a part-time Paramedic may be eligible for employment insurance.
  1. Do I receive the same shift bonus as full-time employees?
  • You only receive the afternoon/night shift bonus of $1.04 for all hours worked on any shift for which the majority of the hours fall between 1800 and 0800 in the morning of the next day.
  1. Am I still entitled to ill dependent days?
  • Part-time employees are entitled for up to three (3) ill dependent days. These days will be unpaid.
  1. What happens if I am required to attend court or coroner’s inquest?
  • You will be paid straight time for all hours required to attend, or a minimum of three hours at your straight time rate of pay for matters arising out of your employment.
  1. Do I still get paid sick time?
  • Sick time is one of the benefits included in the % in lieu of benefits.
  • Should you require to book off ill, this time will be unpaid.
  • Should you still have a paid sick bank that is locked in, it will remain locked until such time that you retire or resign. It will not be available to use.
  1. Am I still eligible to book vacation based on my years of service?
  • Yes, but it is without pay. As a part-time Paramedic, you receive vacation pay on each pay in accordance with your years of service
  • If you move to part-time after having taken vacation prior to completing the required service for that vacation entitlement, it will have to be reimbursed to the City as per Collective Agreement 13.07 (b).
  1. Am I still able to accumulate lieu time?
  • Part-time staff are not eligible to accumulate lieu time.
  • Any time that has been accumulated in a lieu bank will be paid out to employees who move from full-time to part-time.
  1. Will I be eligible for overtime?
  • Part-time employees will receive overtime for time worked in excess of 12 hours per day, or 240 hours during a six-week cycle
  • Part-time employees are offered overtime shifts only after ALL full-time employees have been offered
  1. Will I be working all over the city?
  • As with swing staff, part-time Paramedics will be assigned geographically to either east or west.
  • Part-time employees are not following any pre-determined schedule, nor will they be assigned to any colour code.
  1. What will be the length of my shift and how many shifts do I need to work?
  • All shifts will be 12 hours in length.
  • There are two different periods – peak and non-peak.
  • The peak period is defined as the time between the pay period that includes the 24th of May weekend up to and including the pay period that includes Thanksgiving. In addition, the pay period prior to the pay that includes Christmas up to the pay period that includes New Year’s is also considered a peak period. All other time is considered the non-peak period.
  • During the peak period, you must provide the Division with 18 shifts of availability per cycle and during the non-peak period you must provide 12 shifts of availability per cycle.
  1. Can I provide any shifts I choose to work?
  • There are rules for providing your availability.
  • All availability will be communicated to the Scheduling Unit via a portal on the Scheduling website.
  • Failure to provide appropriate availability by the cut-off date could lead to termination.
  1. What happens if there are layoffs?
  • Part-time Paramedics will be laid off in reverse order of seniority.

College Student Injury and Illness
Updated Documentation Requirements

This memorandum replaces the one issued on January 30, 2019, titled “College Student Injury & Illness – Documentation Requirements” (attached).

With the introduction of the Omnibus Agreement for Unpaid Post-Secondary Student Placements, Toronto Paramedic Services staff are no longer required to complete and submit a QuatroSafety report (WSIB Form 7) for student injury and illness. Per this agreement, the college assumes the role of “placement employer” in the event of a WSIB claim and thus is responsible for injury and illness reporting.

In the event of a paramedic student injury or illness, please ensure the following actions are completed:

  • Ensure the student receives first aid/medical attention as required.
  • Conduct any required actions as you would for an injury scene (e.g., site security, preservation, etc.).
  • Document the circumstances of the injury or illness, including incident events, witnesses, observations, etc. Immediately send this information to Education & Development at paramedic.placements@toronto.ca and psedu@toronto.ca for college notification and action.
  • Contact the on-duty Clinical Superintendent (416-392 3000 option 8, selection 1) for assistance if required.

In the event of a critical injury, please follow the process of notifying the Deputy Commander of the injury or illness.

National Day of Mourning

April 28 is the National Day of Mourning, to remember workers who have lost their lives, suffered injury or illness on the job, or experienced a work-related tragedy. The Toronto sign will be dimmed, and flags at City Hall, Metro Hall and civic centres will be flown at half-mast. Please take a moment of silence at 11:00 on Sunday in memory of those who have lost their lives.

Jewish Heritage Month begins on May 1. To celebrate, the Jewish Staff Network is hosting events throughout the month, including a kick-off on May 1 at Metro Hall.

May also marks Armenian, Asian, South Asian, and Polish heritage months, celebrating the contributions and achievements of many diverse cultures in the city of Toronto.

Communications – Operations Ride Out Program

Communications Centre staff have begun 12-hour observation shifts (i.e., ride outs) with Paramedic crews. This opportunity will support greater awareness of operational procedures and demands, as well as relationship building between Communications staff and Paramedics.

Observation shifts are being coordinated by District and CACC Administrative Superintendents. Communications staff will book on with the Paramedic crew at their assigned station and will be in uniform with all required materials, including safety equipment and PPE. Communications staff are not required to ride out with a Field Training Officer.

The observation program will expand in the future to reintroduce Paramedic observation shifts in the Communications Centre. More information will be available once a launch date is determined.

Staff Update #16 – Week in Review

Thank you to our Communications Centre Staff

National Public Safety Telecommunicators Week closes out a whirlwind of celebrations tomorrow! This week, Mayor Olivia Chow issued an official proclamation honouring Toronto’s dedicated Telecommunicators. Members of the Senior Team, colleagues, and loved ones attended the Tri-Service Awards at Police Headquarters on Monday, and an ACE Recipient Recognition Ceremony at our HQ on Tuesday. Staff also enjoyed a group yoga session and a host of games, and food throughout the week.

Thank you to our outstanding team of Emergency Medical Call Takers and Dispatchers, Senior Emergency Medical Dispatchers, Communication Training Officers, Support and Leadership staff for their ongoing dedication to our community members.

Trillium Health Partners has changed the Paramedic access code for the Mississauga Hospital and Credit Valley Hospital ambulance bays.

Crane Operation at Toronto Western Hospital (TWH) – April 20, 2024

A crane will be on-site at TWH on Saturday, April 20, 2024, between the hours of 04:00 and 20:00. During this time there will be no parking in the lot adjacent to the emergency entrance. Paramedic crews will be expected to move their vehicles onto Carlyle Street at their earliest opportunity to ensure arriving units can safely unload.

Police and flag persons will be on-site to assist with safe vehicle movement. Paramedics are expected to follow the Vehicle Backing Up procedure as outlined in SOP 03.04.27.
