Employee Self-Service

Today, the City began to implement an updated interface with new functionality for Employee Self-Service (ESS) and launched a Manager Self-Service (MSS) portal. Employees will notice significant enhancements to ESS/MSS and union employees with Novel ID can choose to opt-in to use the self-service.
Wave 1 Implementation schedule
·         October 19: Cluster B, Pension Payroll & Employee Benefits, and Human Resources
·         November 9: Cluster A, Cluster C, City Manager’s Office, Accountability Offices, Council, City Clerk’s Office, Legal Services and Auditor General
Since April 2012, non-union City employees and elected officials have received their pay advice and T4s online, as well as their vacation, sick leave and overtime balances.
Following Wave 1 Implementation of ESS/MSS (see schedule above), online functionality will be enhanced to:
·         make updates to your banking information
·         make updates to your personal information such as name or marital status changes
·         make updates to dependents information
·         make a request for payroll service such as a confirmation of employment letter
·         make changes to employee’s planned work time
·         return an employee from a leave of absence
·         allow union employees to opt-in to use self-service, provided the employee has a Novel ID.
·         recall and rehire employees (effective Nov. 9, 2015)
The new MSS portal will provide managers, and other individuals with direct reports, the ability to access their own employees’ pay-related information online.

In 2016, Wave 2 Implementation will include additional forms such as Alternate Rate, Return to Base, Request for Leave of Absence and Retirement.
ESS and MSS represent a significant business modernization for the City. Upon completion, they will enhance the existing payroll service delivery by streamlining end-to-end processes and by removing manual, paper-based payroll/HR processes, reducing duplication of work.
